The U.S. Army Computer Network Operations (CNO)-Electronic Warfare (EW) Proponent (USACEWP), located at Fort Leavenworth, Kansas — home to the U.S. Army's Combined Arms Center — serves as the Army's hub for cyber-electronic concepts and capabilities. This is the organization responsible for developing doctrine, materiel and training to prepare the Army for cyber-electronic engagements. For example, USACEWP has developed training teams to ensure that U.S. commanders and soldiers around the world are fully informed of cyber-electronic capabilities at their disposal. Leading the Proponent's Futures branch is Lt. Col John "Chip" Bircher; Bircher entered the Army in 1989 as an Infantry officer, then served in various command and staff positions, most recently Information Operations (IO). He was the IO Chief for the 25th Infantry Division (Light), Hawaii, and Director of IO for Combined Joint Task Force -76, Bagram, Afghanistan. According to Technology Review, it will be used to see what happens beneath the Antarctic and Greenland ice sheets. Two units are currently being built for a cost of about 3 million US dollars. The Meridian will fly for up to 13 hours over a distance of 1,750 kilometers. | Higher tuition for an engineering degree i_like_spam writes "The NYTimes is running a story about a new trend in tuition charges at public universities throughout the country. Differential pricing schemes are being implemented, whereby majors in engineering and business pay higher tuition rates than majors in arts and humanities. Last year, for instance, engineering majors at the University of Nebraska starting paying an extra $40 per credit hour. One argument in support of differential pricing is that professors in engineering and business are more expensive than in other fields. Officials at schools that are implementing differential pricing are aware of some of the downsides. A dean at Iowa State said he 'thought society was no longer looking at higher education as a common good but rather as a way for individuals to increase their earning power.' And a University of Kansas provost said, 'Where we have gone astray culturally is that we have focused almost exclusively on starting salary as an indicator of... the value of the particular major.'" From the Chronicle article: 'Kansas officials told the student newspaper that they will not heed the recording industry's request to pass pre-litigation notices on to 14 students accused of music piracy. Many institutions have forwarded the letters -- which offer students a chance to settle file-sharing claims out of court at discounted rates -- but some have declined to do so, citing concerns over students' privacy.' Of course, this doesn't make that 'one-strike' policy any less flawed, but it shows that they aren't simply throwing their students under the RIAA bus, as one poster put it." The university's ResNet website states that, 'Violation of the Digital Millennium Copyright Act is against the law. If you are caught downloading copyrighted material, you will lose your ResNet privileges forever. No second notices, no excuses, no refunds. One violation and your ResNet internet access is gone for as long as you reside on campus.' According to a KU spokesperson, KU has received 345 notices in the past year from organizations and businesses regarding complaints about copyrighted material downloading." | Bookstore owner burns books Several readers sent us links to an AP story about a pair of Kansas City booksellers who staged a book bonfire, claiming to protest declining literacy. The story doesn't convey a sure sense of the booksellers' motives for what could, in fact, be a PR stunt or a subtle act of extortion against book lovers — it does mention that people were buying books out of the piles awaiting immolation. The bookstore's own site tries to sound sincere, but it offers visitors a chance to save books from the flames for $1 each plus postage. Bookstore owner burns books

DE Kevin Huntley grew up watching Washington Redskins greats Mark May and Darrell Green, and he said he 'almost cried' the night Doug Williams led the team to a Super Bowl XXII title because he desperately wanted the Redskins to win. He lived in Northeast Washington, close enough to RFK Stadium that the clock atop his TV would shake when the team scored during home games. So for Huntley, who signed with Washington as a free agent in January, it has been a happy homecoming. In fact, his mother, Tonya Huntley, who still lives in the District, had the chance to join him yesterday at training camp. Huntley starred at Carroll High School. He attended Kansas State and then played with the Oakland Raiders and Atlanta Falcons. The opportunity to come back to Washington for his third NFL season was too good to pass up. Huntley used to stare silently at the TV during Redskins games, Tonya Huntley said, not so much as going to the bathroom. Huntley still can remember the community's depression when the team lost. 'It just seemed like Monday was a little bit slower,' he said. 'People didn't want to get up and go to work, everybody was talking about the game. When they won, the week go by fast.' When Huntley was in elementary school, his mother bought him a Redskins coat that soon became his favorite piece of clothing. The big, down parka stretched beyond his kneecaps, and it had a whistle in its breast pocket. 'I walked around blowing my whistle,' he said. 'Don't nobody got a Redskin coat like me.' Huntley may have thrown away a bit of his past when he tossed that jacket before entering college, but he has come back to Washington to play for the team he grew up adoring. 'Now I'm back home,' Huntley said, 'and it feels good.' Coach Jim Zorn carried perhaps his most important tool yesterday in his right hand: a blue Sharpie. Zorn signed dozens of autographs at Redskins Park, where an estimated crowd of 28,000 showed up for his and the team's first intrasquad scrimmage. 'Unbelievable,' Zorn said of the turnout. 'It was tremendous to see everyone come out and want to get a look at what were trying to put on the field. It's a real deep admiration between the fans and the traditions of Redskin football.' Before the scrimmage, Zorn joined some quarterbacks in warming up and tossed around the football. 'I thought he was getting warmed up for the scrimmage or something,' Jason Campbell. 'He wanted to show everyone he got a good arm on this field.' After the scrimmage, Zorn joined many players in autographing footballs, jerseys and pennants. Fans barked his name and tossed him items to inscribe. Said Zorn, 'It's pretty exciting.' 'I heard some people were here at 5 o'clock this morning. I think I was just turning over at that time.' QB Jason Campbell DT Anthony Montgomery broke a small bone in his right hand during the scrimmage. He is expected to miss at least 10 days. . . .
